Where can I get budget cycling gear?

I recently started cycling to work and need a rainproof jacket, trousers and lights. Cash flow is a bit tight. Is it better to go second hand on eBay or go brand new? Can anyone recommend some budget buys that will keep me dry, and easily seen?
